Project Reports of ‘PHS Foresight’
This report takes stock on the wide range of initiatives in the area of PHS. We examine the PHS research, innovation and policy areas to attain deeper understanding of mismatches between the potential of, and need for, PHS, and current policy and innovation initiatives and framework conditions. As this report is to be considered a working document the findings and statements here have to be considered preliminary and subject for discussion between the European Commission, the PHS stakeholders and the PHS Foresight consortium.

This report provides an overview on the PHS Foresight community contributions to envisioning PHS futures, including: a) Joint formulation and assessment of visions on PHS futures and b) Analysis of the visions and opportunities to generate breakthrough innovations. The results provide further support to scenario work, roadmapping and the development of policy recommendations in other work packages.

The PHS Foresight project implements a process of dialogue,where communication with different stakeholders on different levels involves them throughout the whole process to include the diversity of perspectives. The project team mediates and structures the dialogue process by using different formats and media including workshops, seminars, and conferences as well as the interactive social online platform. This document describes the community engagements and synergies with other initiatives within the project ‘PHS Foresight’.

PHS Foresight Scenario Workshop at Manchester on 13-14 June 2013 was concerned with alternative scenarios for the development of PHS. It explored the range of ways in which PHS might be applied to a number of health circumstances (for example, in some chronic and acute conditions), comparing and contrasting prospects within a small set of scenarios. Participants at the workshop brought together knowledge of the operation of health pathways and of the potential of new PHS systems, and discussed ways in which these might evolve together over the next decade and beyond. A “success scenario” workshop for the Personal Health Systems (PHS) Foresight project was held in February 2014, to examine future prospects for the development and application of PHS in European societies over the next two decades. Through a series of steps, the workshop developed elements of a vision for PHS for 2030, in which we considered major dimensions of change, indicators that might be used to assess progress towards desirable outcomes, and actions and strategies to facilitate PHS development in desirable directions.

The main objectives of this report are i) to identify critical issues which may drive or hinder the development of the PHS field and its tranfer to markets and integration in public health care systems, ii) to briefly map existing initiatives that impact on the PHS as an area action and iii) to outline strategies and actions that establish priorities and can help mobilise future activity.
This report goes one step further in building on earlier works and identifying a plausible and desirable course of development, and strategic actions required to get onto it. The action points that were developed and the priorities that may be established, alongside other outcomes, can help mobilise future activity (e.g. networks), with the merit of having been derived from a participative process fed by other qualitative and quantitative methods of research.

This synthesis report of the PHS Foresight provides an overview of the project that expanded across different PHS areas of application including chronic disease management, life-style management, independent living and emergency services within and beyond the European Union to 2030. The structure of the report includes an overview of the field of PHS and key issue for mainstreaming PHS. It also provides an outline of the PHS visions and scenarios elaborated during the project and summarises a proposal to progress the European governance of PHS by developing a strategic plan for stakeholders.
